President Yoweri Museveni and Uganda's parliament speaker Hon. Rebecca Kadaga on new year's eve were involved in a hot exchange of words at his
upcountry home in Rwakitura over the speaker's impending intention to recall the Parliament from recess.
A number of legislators is in the process of collecting signatures to compel the Speaker to recall Parliament from the festive recess to discuss pending issues especially the unresolved cause of the late Butaleja Woman MP. Hon. Cerinah Nebanda.
Nebanda's cause of death was still unsolved by the time the house went for holidays.
Sources at the meeting, which was also attended by Deputy Speaker Jacob Oulanyah, told the media that Ms Kadaga, backed by one of the parliamentary commissioners, Dr Chris Baryomunsi, explained to Mr Museveni that her hands were tied, since recalling the House is a constitutional right.
The Members of Parliament behind the petition want Parliament recalled to discuss the arrest of their colleagues over their comments on Nebanda’s death, as well as the fate of Ms Kadaga, who could face questioning for rejecting the government’s postmortem and toxicology report that linked the MP’s death to narcotic drugs.
Sources quoted Ms Kadaga, as telling the President that “Nebanda had told me twice that she did not drink alcohol”.
In his media address on the report, the President said all those who are claiming that government had a had in the death of Nebanda are "diots and fools". This did not go well with the MPs and have asked the President to publicly apologize for his dictatorial utterances.
According to sources at the Rwakitura meeting that ended without a consensus, the President swore in the face of the Speaker that Parliament would only be recalled "over my dead body", the president said.
