The woos of the permanent Secretary of the Office of the Prime Minister (OPM)
Mr. Pius Bigirimana are not yet to end.
This is after officials from the Treasury pointed an accusing finger on him to being the individual who concealed the fraud in the OPM.
Accountant General Gustavio Bwoch told the Public Accounts Committee which is investigating the scam that the former Principal Internal Auditor Shaban Wejula, who had detected the fraud in OPM, was removed on “orders from above”. But the Deputy Treasury Secretary, Mr Keith Muhakanizi, said Mr Bigirimana was the architect of his removal.
“It was Bigirimana who told me that this officer was demanding bribes from him and I told him to put it in writing,” Mr Muhakanizi said. “I must admit as a born-again that Bigirimana rang me on this matter and in the proces, Prof. Apolo Nsibambi called me [and said] ‘your officers were disturbing the accounting officer’.”
He did not say if Mr Bigirimana ever put his accusations of the alleged bribe demands by Mr Wejula in writing.
Although Mr Muhakanizi said Prof. Nsibambi, who has since denied having a hand in the cover-up of the fraud, did not mention Wejula’s name, Mr Bwoch repeated under oath that the former prime minister asked him to remove Wejula.
Mr. Muhakanizi speaking under oath said, “I am categorical 100 per cent, Prof Nsibambi has never come to my office to demand that I transfer Wejula. I never told anybody including [Chris] Kassami, not even Bwoch, that Prof. Nsibambi walked into my office [and asked] that I should transfer Mr Wejula.”
