The World Bank on Wednesday said it is set to cut its assistance to Uganda over allegations of corruption and misuse
of public funds from Donors agencies.
The World bank will be joining other major Donor countries of United Kingdom, Denmark, Norway and Ireland which suspended all Aid to Uganda due to the mass mismanagement of Donor funds in the Prime Minister's office (OPM) as it was revealed by the Auditor Generals report.
The report highlighted that billions of shillings meant for the reconstruction of Northern Uganda under the Peace, Recovery and Development Plan (PRDP) were unaccounted for by the relevant authorities. The money was to help reconstruct parts of Northern Uganda that were devastated by the long war of the Lord's Resistance Army (L.R.A) rebels led by Joseph Kony.
A big number of officials from the OPM have been suspended, others arrested and interrogated in relation to the scam. Properties and bank accounts of the suspects have been blocked pending the completion of investigations.
Theft of public funds has became a common practice in this poor country and President Yoweri Museveni has been accused of reluctance to rid the country of this vice. This has indeed affected service delivery in the country. Infant and maternal mortality rates are so high as hospital lack the necessary facilities yet the money meant to construct health centers and purchase drugs ends up in the hands of thieves.

"The recent allegations indicate that the overall fiduciary environment in Uganda needs to be strengthened to ensure better management of public resources," said a statement from the World Bank's Uganda office.
"In light of these recent events, the World Bank Group is reviewing its development assistance to Uganda while also strengthening its own measures to ensure that its funds are used for their intended purposes."
