Uganda Police force has once again been ranged the top human rights abuser of the year 2012, according to a report released on Wednesday by the Uganda Human Rights Commission (UHRC) and handed to Uganda's Parliament Speaker Hon. Rebecca Kadaga.
The Commission in 2012 received a total of 2,725 complaints and registered 706 new complaints on human rights violations, representing a 31% decrease from 1,021 complaints recorded in 2011.The report said torture constituted 35.5% of the complaints. It however i=highlighted that most of the victims of torture who the government was compelled to compesate have never been compesated

On freedom of expression, the report said the quality of work of media houses and the environment they operate in is wanting.
It also noted that the welfare of Prisons and Police staff was poor.

Torture was followed by detention beyond 48 hours recorded at 27.16% and denial of child maintenance recorded at 17.13%.
The report revealed that the majority of new complaints were against the Police, where 346 cases were reported, followed by private individuals.
The report noted the positive development in places of detention such as the phasing out of use of buckets as toilets and respect for the freedom of worship.
The report also implicated opposition activists with their popular pressure group A4C which later rebranded to 4GC which it said led to death of several Police officers, civilians, injuries of all osrts and increasingly affected businesses especially around the busy city center and other Kampala suburbs like Kalerwe, Gayaza.
The opposition activists however rejected the findings of the report saying the Commission sided with the Government and decided to impliacate them.
