Drama ensued in Parliament on Friday after the KCCA report proposing the takeover of Kampala Capital City Authority by President Yoweri Museveni was found to have been forged by the Chairperson of the Local Governments Committee Florence Kintu and her deputy Magyezi Raphael
Mukono Municipality Member of parliament Betty Nambooze Bakileke had on filed a petition with the Parliament Speaker to block the report and investigate likely forgery in the formulation of the report.
Deputy Speaker Jacob Oulanya ruled to have the report thrown out. |
Deputy Speaker of Parliament Jacob oulanyah then asked the Clerk to Parliament to investigate the claim. The committee Chairperson and her deputy are said to have looked the Clerk out of the sitting and come up with their own conclusions.
This action angered the Legislators and resolved to have the report thrown out of Parliament.
All this happened as the Lord Mayor Elias Lukwago was looking on, smiling endlessly. He had come to the house to see what his fate would be. If the report was adopted by the house, Lukwago would have lost his job as Lord Mayor. To Lukwago, this was "justice at last".
At some point, Kampala Executive Director Jennipher Musisi was caught napping during the debate.
