Renegade soldier Gen. David Sejusa has asked Speaker of Parliament Rebecca Kadaga to grant him an extension of his three months' leave which he asked for in May. The leave granted to Sejusa expires on 24th August.
Through his lawyer Joseph Luzige, Sejusa requested the Speaker to grant him another three Months' leave to allow him time in pursuit of his right to a fair hearing enshrined in the Constitution, international and municipal laws.
“This is to instruct you to write to the Rt Hon Speaker of Parliament, and request her to extend my leave of absence from Parliament for another three months. While it would be easier for me to resign or just allow Mr Museveni to carry out any illegalities he may want as he is wont to doing now, my fight for justice and ending the abuse of our people by the dictatorship requires me to take a different course of action,”stated Sejusa in the letter to his Lawyer.
“It’s is in this regard that I demand for a right to be heard in a free environment. Stating one’s case is a right that cannot be easily brushed aside. Our Constitution is also clear on this point. It provides under Art 83 (1) (d) for a right of fair hearing,”added Gen. Sejusa.
Sejusa's move is seen as a plot to build a strong foundation to have President Yoweri Museveni removed from power, which he (Sejusa) says he has abused.
“This is a struggle for democracy and rescuing Uganda from the fangs of looters. Therefore our strategy must be broad, multipronged with the centre of gravity anchored in the population,” adds Sejusa's letter.
He called on all the political forces opposed to President Museveni’s government to rally together for a common political agenda. Gen Sejusa said the agenda should include, national vision shared by all, mission at hand, strategy harmonisation, tactics evaluation, logistical imperatives for the struggle, evaluation of the dictatorship’s vulnerabilities, the core ability that enables him to keep power and is needed to unlock it.
“These should be discussed and a workable, agreed upon formula adopted by all redemption forces, all those ready and willing to redeem our country, each in his/her own means and ability,” Gen Sejusa added in the letter.
“This letter was mainly for legal purposes but we are in the process of coming up with concrete plans through which this dictatorship can be defeated. For all the forces of change, the time is now. Not tomorrow.”stated the General.
Sejusa left the Country for the UK after authorising the publication of a letter authored by him in one of Uganda's dailies, which later led to closure of several Ugandan Media houses.
The contentious letter stated that there was a plot in the Army circles to assassinate all Army generals opposed to the so-called "Muhoozi Project". According to Sejusa, this project is aimed at grooming Museveni's first son Muhoozi Kainerugaba to replace him (Museveni) when he retires as Uganda's President.
In the letter, sejusa said the sudden rise of Muhoozi through the Army ranks is one of the ways to help and implement the project.
During his stay in the UK, Gen. Sejusa has featured on several Radio and Television stations, including BBC and Voice of America (VOA), declaring that Museveni's Government is Corrupt and Dictatorial and should be fought out of power.
Recent media report said the Army is planning to replace Sejusa in Parliament if he does not come back to the country. Chief of Defence Forces (CDF), Gen. Katumba Wamala early this week said the Army was in consultations with several legal bodies, including the army legal team on the step to take in case Gen. Sejusa is to be replaced as Army Member of Parliament.
Parliament spokesperson however said Sejusa can not be replaced unless a written court order is received by Parliament since he was officially allowed to go on leave by the Speaker.
