Tuesday is not going to be an easy day for Uganda's Legislators as they resolve to pass yet another controversial Bill, the Public Order Management Bill (POMB), which has already received alot of opposition from the Opposition Politicians, Civil Society Organisations, Human Rights bodies and the General public.
The Bill seeks to regulate the conduct of people in the Public especially in regard to public gatherings and meetings.

If passed in its present form, the Bill will restrict the enjoyment of human rights and in this case the freedom of assembly and expression.
A key focus of the bill is to prohibit public meetings that are aimed at discussing government policies and affairs of management and consequently limit the right of citizens to hold government accountable.
The Bill draws that forexample, a meeting of three or more persons in a public place or a place declared as so by a police officer is a public meeting must receive Police Authorization.
Deputy Speaker of Parliament Hon. Jacob Oulanyah is expected to preside over the afternoon session in which the POMB will either be passed or rejected, whichever receives the majority vote.
